I believe the rules around school have been - ages 0 to 15, school as usual, and ages 16-18 (high school is 3 years in Sweden) - in school, with a few weeks at home when infections have been increasing quickly, typically after holidays - Christmas and the sports holiday end of February.
Re: vaccines, the health authority is only saying they are waiting for more information about the vaccines and children - so far, there is no authorization or recommendation for under 18. I would be surprised if they recommend the vaccines for healthy children under 18, the data just doesn’t support it! I suspect the deaths under age 20 were children with pre-existing health issues, I know they recently advised that Down Syndrome children are at high risk.
