Planning and Housing Committee -- upcoming discussions about Laneway House rules

March 3 2020, from Nicholas Gallant, office of Ward 9 City Councillor Ana Bailao

See the attached notice of Motion. We sent this to City Clerk's office last week....it's a direction to staff to come up with solutions. The Chief Building Official has said that Toronto Fire is open to changing the requirements (provided adequate provisions can be put in place) and they will be working to come up with new requirements. We expect a report for discussion to be tabled at the May or June meeting.

Q: Okay, so the motion is not for discussion on March 23 but on May 14 or June 11. There is no reference in the motion to the other big problem -- the requirement of a 1-meter gap between houses instead of the 85 cm required by the building code. Is that specific issue also on the table for the committee discussion of this motion?

A: Yes, the report-back will be up for discussion; most likely at the May 14 meeting.

In speaking with the Chief Building Official about these issues in January and early February, the Councillor directed that he work to address all facets of emergency access that have been limiting the laneway suite roll-out: both the 45m from the street requirement (expand) and the 1m sideyard clearway requirement (contract). The specific issue you mention is definitely on the table.

We want to see a more balanced set of rules here with a stronger link to OBC requirements, all the while maintaining public safety.
