Public Opinion Research Services

DESCRIPTION
The intent of this solicitation is to identify and obtain the services of a qualified firm to assist the City of Toronto in conducting public opinion research using a representative online survey.

BACKGROUND
City of Toronto, Transportation Services (TS) division is responsible for all aspects of Toronto’s transportation network including expressways and streets, sidewalks, pedestrian and cycling infrastructure and street furniture (excluding public transit and the management of parking spaces). The purpose of this particular research study is to collect feedback from Toronto residents and road users regarding Winter Operation Services.The study aims to measure residents' knowledge, attitudes and expectations with respect to winter operations, maintenance and standards, communication/education efforts, and to track changes in attitudes among residents. Specifically, the topics covered in the research survey are to include:
•Residents’ awareness and expectations with the TS Winter Operations Services
•Residents' perceptions of Winter Operations/Service Standards vs. what they think they should get
•Drivers, cyclists and pedestrian satisfaction with, and views on the importance of, aspects of the City’s winter maintenance of roads, sidewalks, bike lanes and expressways
•Quality of Winter Operations Services – specifically with respect to: roadway salting, roadway and bike lane plowing, sidewalk plowing,and bus stop snow clearing, and snow removal.
•Residents’ assessment of winter operations readiness, winter safety and snow programs
•Residents’ preferred communication (channel/medium/method) in order to obtain information about TS Winter Operations activities
•Residents’ preferred channel of communication with the City with respect to with TS Winter Operations performance and satisfaction

SCOPE OF SERVICES
Transportation Services seeks to obtain a vendor to provide polling of Toronto residents, analysis and final reports of the information gathered,in order for the division to report back to Transportation Services' Senior Management Team, Deputy City Manager and City Council. A final report of the research findings may also need to be presented (by the research firm) to the Standing Committee of Council. These services include but are not limited to:

A.Meeting with City staff in order to understand the City's requirements and review and provide input on proposed survey questions. The City will provide an initial draft of proposed questions.
B.Conduct public opinion research study to measure the opinion/attitudes and awareness of Toronto residents with respect to TS Winter Operation Services19-02531 (Ipsos contract)1 INFORMAL QUOTE

C.The research will include:
i. An online survey with a maximum of forty(40) questions, including up to five (5) open-ended questions, conducted with a representative sample of adult Toronto residents' according to age, gender and district. This does not include any recommended screening/demographic questions.
ii.Respondents should be representative of the latest census data according to the distribution of adult residents living in the four City districts of Scarborough, Etobicoke/York, North York and Toronto/East York
iii. The above survey is to be conducted in English with an overall total of 1,000 survey completions.
D.Provide interim and final reports in electronic and hard copy(Power Point format) consisting of a full analysis of the data and including executive summary, highlights, key or major findings, profiles by mode, overall satisfaction by mode, satisfaction by district findings relating to safety and public realm.

E.Present findings and provide post-survey consultation with City staff to discuss potential or developing issues. This could include up to two (2) meetings, each approximately one hour in length, at the request of the TS Operations and Maintenance Director.

SCHEDULE
The vendor will immediately begin work upon being issued a purchase order by the City. Bidders should include a short work-back schedule outlining the timing required to complete this project (from project approval to final report) and outline the deliverables required at each step (e.g. time to finalize questions, conduct research/field work, etc.) All work is to be completed with the summary and final reports issued to the City by June 7, 2019.
