Get everyone that is affected to write in the book and date each entry. Those with dexterous pets can get them to add their comments too! It won't be enough to say you suffered months of punishing noise but if you hold up a book with day after day of notes detailing your suffering, that will have impact and will be highly regarded as evidence.
