Jane Jacobs on service contracts.

“A city has to be responsible for keeping its own society endlessly involved with maintaining a city its own people can feel at home in and be proud of…..The more that cities can make of their own ordinary people’s capacities for economic and social invention and experiment, the more useful and valuable cities become – not only for their own people but also for their nations.”

P.6: the design-bid-build procurement approach (DBB) was recommended as the best procurement strategy. The DBB model is optimal for projects where the owner has an established, known design. It is a model widely used by the City and allows the City to utilize the established experience of GHD Ltd. (GHD) and CCI BioEnergy (CCI) to facilitate the design, which will significantly reduce the construction and operational risks of the expansion.

EC11.2 - A Framework to Advance Inclusive Economic Development in Toronto

(Reports for the March 28, 2024 meeting of the Economic and Community Development Committee)

A Framework to Advance Inclusive Economic Development in Toronto

Appendix B: City Roles and Inclusive Economic Development Policy/Program Areas

P.6: The City actively tries to develop career pathways for its own workforce and, in that role, helps support inclusive workforce development for the public administration sector. As an employer, the City is committed to increasing access to employment opportunities for Indigenous, Black, and equity-deserving youth. The People and Equity division has introduced temporary short- term placement and training initiatives including the Indigenous Youth Research Associate program and the Toronto Urban Fellows program. These programs focus on young people and aim to provide career preparation and a ‘foot in the door’ to a career in public service. However, transitions to permanent employment through these programs are not guaranteed.

From Councillor Gord Perks' May 28, 2024 newsletter:

I will continue to support staff’s efforts to advance the transformative solutions called for in our Net Zero Strategy and look forward to discussing it when this year’s report is considered by City Council on April 17, 2024.

I encourage you to engage with this work and join the City in advancing our Net Zero Strategy goals.

You mean we should get a service contract?
